How would you create a true social entrepreneur?

Having given this a great deal of thought and mentored two or three real social development economists the struggle to understand the meaning of the simple context of what has become a very complex description still eludes me.

So I wonder in the NGO context how do you create the right social structure for entrepreneurs to grow and create new wealth?
