The Economic Development Unit (EDU) provides global technical leadership, fosters organizational and programmatic learning, engages and maintains strategic global partnerships, supports fundraising efforts and advocates for continued work in Economic Development as a critical link to CARE's mission and vision. It works primarily in pro poor market engagement with a value chain approach. The EDU is member of the Sustainable Livelihood Cluster within the Program Quality and Impact Department at CARE's Headquarters in Atlanta, USA. The Sustainable Livelihood Cluster has two other main streams of work along with economic development: Agriculture Development and Climate Change.
The Advisor for Learning and Impact, reporting directly to the Director of the Economic Development Unit will work closely with CARE's practitioners working on the Market and Enterprise Development with a primary focus on Agriculture and livestock value chains to promote learning through different means including the establishment of a community of practice, documentating and publising innovation and best practices in specific priority countries, regions and globally. S/he will also support the unit and the cluster with pertinent and common communication efforts and will maintain and enhance the communication platform, such as the current EDU website. S/he will also lead any susbstantial research work for the Unit and will develop and manage the unit relationship with Research and Academic Institutions.
In addition, the Advisor will develop and implement the unit impact framework and assessment strategy. In this capacity s/he will provide technical oversight in the Monitoring and Evaluation approaches, impact assessment and analysis plan of CARE selected country, regional and global program mainly in the areas of Agriculture and livestock value chains. In order to produce impact data and a plan for its analysis, documentation and dissemination s/he will employ the CARE Global Performance System tool for data collection and develop on an annual basis a portfolio level impact report.
Another key function of the Advisor for Learning and Impact will be to support the development of proposals and engage donors to generate additional funding for the Unit and cluster common strategic priorities to advance CARE's mission and vision.
Finally, the Advisor will spend about 20% of his/her time to provide some support to the new established Agriculture Unit within the cluster in learning and impact measurement areas.
Requirements:
- Bachelor degree in International Development - in the field of Economic Development, Agribusiness Development, or any other relevant field;
- 5 to 7 years of work experience in international economic development;
- Gender analysis and application in research and impact assessment;
- Experience in organizational learning approaches, such as virtual, global learning, communities of practice, on-line communications (virtual discussions, wikis, online platforms, etc);
- Experience in strategic communication and dissemination techniques;
- Excellent writing and editing skills in English;
- Familiarity with research/ analytical skills;
- Overseas experience;
- Knowledge of another language ( Spanish, Portuguese or French);
- Demonstrated ability to design and execute impact assessments, M&E and research plan either directly in economic and agriculture sector - or any development related sector (food security, health, education, etc.);
- Experience in developing and implementing communication and dissemination strategies and publications;
- Excellent verbal and written English skills, particularly communication and presentation skills for diverse audiences including conducting training events for adults and professionals;
- Knowledge of word processing, spreadsheet software, and data processing.
