Sorry for my very late response. You know how days just run by sometimes?
I haven't worked with ICT in developing countries personally, but from my research I have come across a good deal of stuff in the field of Participatory Design. Check the proceedings from the Participatory Design Conference from 2006 and 2008. There have been some workshops and papers on that issue.
Also, at one point I came across a conference in India about ICT and developing countries, but for some reason, I cannot find it right now. If I get back to it, I will let you know.
